critical issues raised by Madett. The question of change and how PCIA fits into it is quite interesting. I think that if we allow the people to lead in development, the easier it will be for us to measure change. This is not to say that external knowledge is not important but to recognise the fact that change can only be viewed as positive if it is appreciated by communities of beneficiaries.

Madett has us asking a number of fundamental questions about PCIA, including, how might we measure impact of PCIA. She has suggested the following, as a point of departure for reflection, and as I understand it:
1. Number of trainings associated with PCIA,
2. Meeting our indicators (and defining them)
3. Assessing changes in people
4. Assessing policy change
